I would say no, because a Cackle specifically said "You Sustain a Spell", which means you then reference the Sustain a Spell action. Since you can't Sustain due to exhaustion, it fails. I don't remember any rule that makes fatigue worse, or that makes cumulative fatigue or something like that. For some classes like barbarian, being fatigued is terrible, while for others it's an inconvenience.
