No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off. I stuck it out with my Izanagi and got him to level 99 with all stats at 99. Took awhile but was worth it IMO.

Orpheus basically resurrects you with 1 hp up to 4 times in one battle and Cadenza is a strong move. I would say Izanagi is better than Orpheus here even with Cadenza, simply because his trait increases the chances of teammate traits activating which some teammate skills are pretty crazy.
